The laws and rules of the City of New York are available on the Web. The City’s Law Department contracted with American Legal Publishing Corporation to provide a comprehensive, searchable online database.

How Our Laws Are Made

A bill is a proposal for a new law or for a change in an existing law. A bill may be recommended by a member of Congress or it may be introduced on its own. Once a bill is introduced, it is assigned to a committee where members will research and amend the legislation. The committee staff then writes a report that describes the purpose and scope of the bill, including a section-by-section analysis.
