IGRA

IGRA is gambling terminology. It is important to understand the relationship between the IGRA and the Johnson Act to properly interpret Congress’s intentions. In its analysis, the Commission noted three important points: First, the Johnson Act prohibits the use of gaming devices in Indian Country; second, it makes it clear that IGRA does not apply to compacted class III gaming. Third, the language of the IGRA does not require that the game be played only by Native Americans.

House edge
