The practice of law is constantly changing, and it’s important for lawyers to stay informed of new developments in the legal field. This includes new laws and regulations, legislation that affects their clients’ businesses, and new technology and tools that can improve efficiency in their work. New law can also offer new opportunities for clients or provide lawyers with additional ways to serve their client’s interests.
The Plumeri Center for Small Business Empowerment’s patent law clinic recently assisted a disabled veteran in obtaining a U.S. patent for his clean energy invention. The NYLS Patent Law Clinic is part of the Center’s mission to help small and medium-sized businesses develop intellectual property rights to their products, which can be a source of revenue and competitive advantage for their business.

A bill is a proposal for a new law or change to an existing one. It is usually submitted to the members of Congress by individuals or groups representing their interests, such as a business or a particular industry. Members of Congress can then debate and vote on the bill, which if passed will become a new law. This process reflects democratic principles of representation and accountability.
In the City, laws are created at a variety of levels, from the Constitution and state statutes to local laws, ordinances and regulations. The City Charter and state legislation are the highest-level laws, while local laws and ordinances are created at the city, borough or village level. The law of a jurisdiction is often summarized by a set of laws called the Consolidated Laws.
The law of a jurisdiction can be amended or repealed through the legislative process, but this requires a majority vote in both the Senate and House of Representatives. This process is referred to as the “regular order” and abides by a number of constitutional provisions, including the requirement that the bill must receive two readings in each chamber before becoming law. New laws and amendments to existing laws are often accompanied by detailed administrative rules, which must be approved by the City Council and the Mayor before becoming effective. These rules may be found in the City Code and NYC Rules.
